1. Go to the page you want to link to and copy (ctrl+c) the url from the address bar. (it looks like most people have this part down already)
2. Back in your Blogger editor select the text that you want to act as your hyper-link once you publish.
3. Click the link icon
at the top of the editor window.4. Paste(ctrl+v) in the url that you copied in step 1. Click ok.
Piece of cake.
(note: for Macs replace the 'apple' key with the 'ctrl' key for keyboard shortcuts.)
